The UDHR as to basic income and every other obligation to fulfill a citizen's requirements as outlined under the UDHR are outside of the realm of politics but within the unchanging non political mandate of any government as the ISO 9001 infrastructure obligations. Manufacturing is financed and the markets need buyers; purchasers who will purchase the finished product and will engage in all kinds of work if and when available. Yet, the economy will have sufficient stimulation with buyers who are enabled to buy and purchase goods with their basic income. The dichotomy in the world at present is that some countries in North America welcome refugees as required under UN law and provide the international citizen who seeks refugee protection every help under the UDHR such as housing, food, shelter and monies for their personal needs for many years until their application is accepted. After it is accepted, they enter a new realm of identity and start to learn how the North American provides less dignity to its citizens than what is provided to foreigners and it seems these foreigners do not stay very long in a world of automation, fewer regular job prospects and countries malformed by a non-committal to the UDHR. Could it be that some countries are unable to see that they spend more money honoring the UDHR when it concerns refugees than it spends on its citizens or the refugee as soon as he his granted a permanent stay?
